Case Study: María Vargas Rodríguez School

The María Vargas Rodríguez School is one of many public educational infrastructure projects aimed at ensuring safe, dignified conditions for primary education. In this particular case, the school had been closed by a sanitary order issued by the Ministry of Health, forcing children for years to attend classes in improvised storage facilities under inadequate conditions.

S3 Ingenieros was responsible for the complete design of the new facilities, technical advisory during the bidding and contractor selection process, and later the on-site inspection and construction oversight. During the final stage, the project faced a critical challenge: the financial default of the general contractor when construction had reached approximately 90% completion.

In response, S3—working alongside the School Board—assumed an active role in reorganizing execution, managing subcontractors, and completing the project without exceeding the available funds, ultimately enabling the successful delivery of the school.

Years without adequate infrastructure and a project at risk of remaining unfinished

The project faced multiple accumulated challenges:

  • Prolonged closure of the school due to unacceptable sanitary conditions.

  • Children attending classes for years in improvised spaces, lacking adequate safety, comfort, and dignity.

  • High social and community sensitivity, with legitimate pressure for a definitive solution.

  • During construction, the financial default of the contractor, leaving the project incomplete and placing previously invested resources at risk.

Without an immediate technical and administrative response, the project risked abandonment—deepening the negative impact on the educational community.

From a stalled project to active, responsible technical management

Following the contractor’s default, S3’s role evolved significantly:

  • From traditional construction oversight → to strategic technical guidance.

  • From contract monitoring → to direct support for the School Board.

  • From centralized execution → to subcontract-based management, carefully prioritized.

This shift made it possible to transform a contractual crisis into an orderly project closeout process—always within the limits of the available budget.

  • Architectural, civil, structural, and electromechanical design.

  • Focus on safety, functionality, durability, and regulatory compliance.

  • Adaptation of the project to the requirements of the Ministry of Health and the Ministry of Public Education (MEP).

Bidding & Contracting Advisory

  • Technical support to the School Board throughout the bidding process.

  • Evaluation of proposals and definition of technical criteria for contract award.

Construction Inspection & Oversight

  • Technical supervision during execution.

  • Quality control, progress tracking, and contractual compliance.

Technical Management for Project Completion

  • Advisory support to the School Board following the contractor’s default.

  • Definition of pending scopes and prioritization of critical tasks.

  • Support in the contracting and coordination of subcontractors to complete the project.

  • Strict cost control to deliver the project without exceeding the available budget.

The Result:

The María Vargas Rodríguez School was finally able to complete its new facilities, allowing students to return to a safe, dignified, and suitable learning environment. S3 Ingenieros’ contribution was critical not only in design and construction oversight, but in its ability to respond technically to a crisis, protect public resources, and support the educational community through to project completion.
